    Transform polyclinics into Community Wellness Centres; national wellness and weight-management programme; data-driven NCD platform; broader access to evidence-based weight medications; outdoor gyms and community trainers.
    Evidence Since February 2026
    No polyclinics have been publicly confirmed as converted to Community Wellness Centres. No NCD data platform has been launched. No change to the government formulary for weight management medications has been announced. QEH digital upgrades continue separately under the hospital’s own strategy.
    Gaps & Risks
    All NCD commitments remain unverified four months after the election. No implementation timeline or baseline data has been published for any element of this initiative.

    Evidence Since February 2026
    ✓ BiMPay national instant payment system went live June 13, 2026. In its first two days the platform processed nearly BDS $8M across 20,000+ transactions. Six commercial banks, three credit unions, the Barbados Stock Exchange, and the Accountant General’s Office are connected.
    ✓ 2026/27 budget raised Trust Loans from $10,000 to $20,000 and introduced a $3M factoring facility for small businesses.
    ✓ VAT registration threshold raised from $200,000 to $350,000 effective October 2026, reducing admin burden for micro and small businesses.
    Gaps & Risks
    BajanBiz.bb marketplace has not been publicly launched. The Junior Stock Market has not been established. The single-window business registration portal has not been confirmed as live. Procurement reform targets have not been published.
    What Was Promised
    National Data Centre; Sovereign Government Cloud; Digital ID; open APIs; expanded digital payments including BiMPay; end-to-end digitisation via the Once-Only principle; stronger Data Commissioner.
    Evidence Since February 2026
    BiMPay is confirmed live (see Initiative 04). QEH has launched its Universal National Health Information System as part of broader health digitisation. GovTech is onboarding new digital services monthly. Partnerships with international research institutions including the University of Waterloo are under discussion.
    Gaps & Risks
    National Data Centre, Sovereign Cloud, and Digital ID have not been publicly launched or confirmed as operational. The Once-Only principle has not been implemented. No comprehensive public progress dashboard has been published.
    What Was Promised
    GIGA programme; 5 to 6 industrial zones including St Lucy manufacturing, Greenland green compute, Newton life sciences, Pelican digital skills, and Bushy Park pharma; logistics modernisation; agro-processing hub; skills and R&D hubs.
    Evidence Since February 2026
    GIGA officially launched in the 2026/27 budget with a BB$75M investment fund across four industrial corridors and six specialised zones. Targets include doubling industrial exports by 2028 and growing export earnings from US$700M to US$4 to 6B within a decade. PM Mottley addressed producers in May 2026 urging participation in the reindustrialisation effort. Export Barbados is marketing Barbados internationally as a greenfield hub for clean, tech-driven investment.
    Gaps & Risks
    No industrial zone has been physically commissioned or broken ground. No land servicing, anchor tenant, or construction contract for any of the six zones has been publicly confirmed. GIGA remains at strategy and framework stage only. Independent analysts note the targets are ambitious and execution will be the critical challenge.

    Mental health access for youth; creative hubs; sport pathways; at least 3 senators under 40; public service youth management pathway; Global Young Bajans Fund for travel; annual Bridging the Gap summit.
    Evidence Since February 2026
    No verified evidence of youth Senate appointments meeting the three-under-40 target. No Global Young Bajans Fund has been publicly established. No creative hubs have been announced as operational. No Bridging the Gap summit has been scheduled publicly.
    Gaps & Risks
    All youth covenant commitments remain unverified. No baseline data or implementation timeline has been published for any element of this initiative.
    What Was Promised
    BDS $5,000 birthright dividend for every child born on or after November 30, 2021; statutory guarantee; managed by independent trust; withdrawals between ages 18 and 25; top-ups allowed; financial literacy support.
    Evidence Since February 2026
    Announced in the 2026/27 budget with $52.1M to $52.2M allocated for the fiscal year to cover all eligible children born since November 30, 2021. Fund will be held in trust and invested in a diversified portfolio of real assets, bonds, and equities. A Multiple Births Cash Grant was also introduced: $300 per month for twins and $600 per month for triplets or more until age five, from April 2026. Minister Straughn confirmed legislation will be introduced later in 2026 ahead of the fifth anniversary of the republic.

    What Was Promised
    Expand police complement from 1,530 to 1,750 officers; community policing; dedicated Gun Court for non-homicide firearm cases; new or rebuilt stations at Six Roads, Oistins, Central, Glebe, and Belleplaine; rehabilitation programmes.
    Evidence Since February 2026
    Senate debate in June 2026 on the Supreme Court of Judicature Amendment Bill confirmed government intent to establish a dedicated gun court and appoint additional judges to address a backlog of over 250 pending firearm cases. Independent senators broadly supported the measure while calling for parallel community programmes. Easter 2026 saw multiple fatal shootings including at the Oistins Fish Festival, intensifying public pressure for action.
    Gaps & Risks
    Gun court remains at debate stage with no implementation timeline confirmed. Police strength data toward the 1,750 target has not been publicly reported. No new or rebuilt station has been announced as commencing construction. Analysts warn legislation alone cannot address the underlying social conditions driving gun crime.
    What Was Promised
    Upgrade Highway 2A, Six Roads, and ABC corridor; flyovers; adaptive signals and sensors; traffic control room; dedicated school buses; park-and-ride facilities; structured carpool; staggered school and work times.
    Evidence Since February 2026
    President Bostic’s historic parliamentary address at the reopening of parliament identified traffic congestion as one of three priority issues the new parliament should address. No corridor upgrade contracts, flyover approvals, or control room announcements have been confirmed publicly.
    Gaps & Risks
    All traffic commitments remain unverified. The presidential address signals awareness but not action. No tender, contract award, or construction commencement has been announced for any element of this initiative.
    What Was Promised
    Pass vesting bills to transfer 3,295 terrace units with clean title and no legal fees; expand Rent-to-Own; e-conveyancing; new builds at Guinea, Decorus Glade, Searles, Bright Hall, Todds, and Vineyard Phase 1.
    Evidence Since February 2026
    ✓ The State Acquisition and Vesting of Property Bill was introduced in the House of Assembly in March 2026. Minister Gibbs confirmed that of nearly 4,000 eligible homes, only 500 have been transferred in over a decade under the old law. The new bill uses constitutional authority to transfer ownership directly, removing administrative bottlenecks and legal costs for qualifying tenants.
    Gaps & Risks
    The bill has been introduced but not yet passed into law. No titles have been transferred under the new legislation. e-Conveyancing has not been confirmed as live. New housing build targets remain significantly behind the 10,000-unit goal. Rent-to-Own expansion has not been confirmed.
    What Was Promised
    Complete the north water solution including mains replacement, filtration, and pumping; new desalination plant in St Lucy with citizen shares; BWA bottling plant; leak-reduction programme; potable water and sewage for Bailey Alley, Bellevue, and Belle within one year; Water Academy.
    Evidence Since February 2026
    In April 2026, PM Mottley announced a new desalination plant for northern Barbados with public shareholdings and set an August 2026 deadline to end the brown water problem in St. Lucy and St. Peter. Filtration works at Alleynedale described as imminent after supply chain delays. The 100km mains replacement programme is ongoing with emergency repairs continuing through May 2026. However, as of May 2026, St. Lucy residents continued to report murky water despite new pipes being laid.

    Desalination plant announced but no financing, EPC contract, or construction commencement confirmed. Citizen shares structure not detailed. BWA bottling plant not mentioned publicly since the manifesto. Bailey Alley and Bellevue works not publicly confirmed.

    What Was Promised
    Curriculum and leadership reform; new schools; teacher upskilling; digital and AI readiness; Universal Primary Breakfast from September 2026; Secondary International Exposure programme; creative industry school; public literacy and numeracy dashboard published quarterly.
    Evidence Since February 2026
    The Universal Primary Breakfast programme is committed for September 2026 launch but has not yet commenced. The 2026 CSEC examination season has concluded and results are expected later this year. CXC governance reforms continue. Rising private exam enrolment has been reported, reflecting parent concerns about preparedness.
    Gaps & Risks
    No new school construction announced or commenced. No Secondary International Exposure programme funding confirmed. No quarterly literacy and numeracy dashboard published. The September 2026 breakfast rollout is the key near-term deliverable to watch.

    What Was Promised
    Raise CIC limit to $50,000; increase RTC to $1,700 for those earning up to $25,000 and $750 for those earning up to $35,000; $100 per month for 12 months to pensioners, welfare recipients, and special needs grant recipients; raise pensioner taxable allowance to $75,000.
    Evidence Since February 2026
    ✓ More than 54,000 Barbadians received the first $100 monthly Cost of Living Cash Credit (COLCC) payment from April 20, 2026, covering NIS and public sector pensioners, special needs grant recipients, and seniors aged 65 and over without pension income.
    ✓ Pensioner taxable allowance raised to $75,000 effective income year 2025.
    ✓ Reverse Tax Credit increased for lower-income earners as committed in the manifesto.
    Gaps & Risks
    The CIC limit raise to $50,000 has not been confirmed as enacted. BARP has cautioned that the $100 monthly payment is welcome but insufficient as a long-term fix for pensioner income erosion. The COLCC is a one-year measure running to March 2027 and will need renewal.
    Cross-Cutting Enablers

    BESS procurement is advancing and the 2026/27 budget extended the EV import duty and VAT holiday to March 2029. The budget also capped VAT on fuel and temporarily reduced excise tax to cushion energy cost pressures. Smart Energy Fund II mechanisms referenced in budget documents.
    Gaps & Risks
    No utility-scale BESS has been commissioned. No permits, PPA, or construction contract for the St. Lucy wind farm confirmed. The $16M RE facility and citizen unit trust are not confirmed as operational. All major energy transition commitments remain at planning or procurement stage.
    What Was Promised
    BOCA Ocean and Coastal Authority; 53 beach access projects with 5 started at launch; Blue-Green Investment Bank capitalised at $150M; smarter SSA operations; Pearlie waste reporting app; rapid cleanup unit.
    Evidence Since February 2026
    No BOCA legislation has been introduced publicly. No confirmation of beach access project completions beyond the five named at the manifesto launch. The Blue-Green Investment Bank has not been confirmed as capitalised or operational. The Pearlie app has not been publicly launched.

    No National Stadium contract has been confirmed. No mini-stadia deliveries have been announced since the election. The 36-field lighting baseline of 28 completed has not been updated publicly. No construction commencement has been announced for the Netball Stadium, tracks, or Olympic pools.

    All sports infrastructure commitments remain unverified four months after the election. Given the capital intensity of these projects, delayed starts risk missing the five-year delivery window.
